Dmitry Medvedev Approved a List of Orders on the Internet

Today, Dmitry Medvedev approved a list of instructions under which network activity in Russia will be regulated. The instructions relate to many aspects of civil law activity.
First of all, to the delight of the supporters of free licenses the President decided to accelerate the solution of the issues related to the possibility of publishing copyright works under the Creative Commons, GNU FDL and similar licenses, as well as their subsequent legal protection. This task was entrusted to Igor Oleg Shchegolev and Veniamin Fedorovich Yakovlev, but they don’t have much time for work, D. Medvedev gave the deadline of August 1, 2011.
Secondly, the president decided to establish a dialogue between the public and copyright holders, which has recently resembled mutual terror. Until July 15 the statesmen have time for reflection and preparation of constructive proposals for providing citizens with convenient access to cultural treasures.
Thirdly, by August 1 it is necessary to prepare a draft delimitation of responsibility of the mass media and network editions for users’ comments which violate the legislation of the Russian Federation.
Fourth, to open access for accredited educational institutions to audiovisual works in the archives of the state mass media.
Fifth, to improve laws on the processing of confidential user data to conform to the Council of Europe’s Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data.
And finally, the sixth instruction to the Ministry of Foreign Affairs of the Russian Federation on the transmission of the instrument of ratification of the Russian Federation’s adherence to the Council of Europe Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data.
