Introduction.
I live in the glorious city of Nizhny Novgorod, and we have a local monopolistic provider, VolgaTelecom. There are virtually no alternatives. Of the proposed BT rates available to ordinary users, there are "Fly128" and "Fly256", which imply a speed of 128 and 256kbps, and limit external traffic of 3 and 5gb, and anlim to domestic resources at up to 8mbits / sec. The cost is 590and 890rubles per month respectively.
The essence of the topic.
We’ve been dreaming about Moscow tariffs for years, and there have even been rumors about the introduction of new, faster tariffs and lower prices on the old ones. And just the other day BT gave birth and issued their new maga-proposals :

To conduct in the period from June 9, 2008 till August 31, 2008 inclusive a campaign on connection of subscribers-citizens to data transmission network (SPD) on ADSL technology with the use of tariff plans "Time5 – 64", "Time10 – 64", "Time5 -128", "Time10 -128" on the following conditions :
1.1 Terms of "Time5-64", "Time10-64", "Time5-128", "Time10-128" tariff plans:

Note :
1. The method of settlement with the subscriber – advance/credit.
2. Period of the tariff plan validity – from the date of connection to August 31, 2008, inclusive.
3. Speed of access to intra-regional and inter-regional content resources (www.j-zone.ru; www.j-net.ru; www.j-play.ru; www.j-info.ru; www.j-radio.ru – – from 64 Kbit/s to 8 Mbit/s.
4.Incoming IP traffic from content resources (www.j-zone.ru; www.j-net.ru; www.j-play.ru; www.j-info.ru; www.j-radio.ru ) is charged according to the terms and conditions of the tariff plan.
1.2 Establish that upon expiration of the "Time5-64", "Time10-64", "Time5-128", "Time10-128" tariff plans, the subscriber shall be transferred to the "Fly128" tariff plan, unless other conditions were stipulated in the contract/supplementary agreement.
2. To establish that if a subscriber uses broadband service for 6 months for Annex A modems or 9 months for Annex B modems from the moment of signing the contract/additional agreement, the modem is transferred to the ownership of the subscriber as a premium upon expiration of the mentioned period.
3. If the subscriber violates item 2 of this Order before the expiration of the full 6 (9) months from the date of signing the contract/additional agreement, the cost of the modem is charged to his personal account in the amount of 780 rubles. (including VAT 118.98 rubles) – for Annex A modems or 1100 rubles. (including VAT 167.80 rubles) – for Annex B modems.

It makes my heart skip a beat to think of the wild 90’s with dial-up… That’s how we live =)
