On the instructions of the President of the Russian Federation from June 7, 2018 № Pr-969, the Ministry of Communications has prepared a bill to equip payphones in the Russian Federation with special emergency notifiers. On February 18, 2019, the bill on amendments to the law "On Communications" published on the Federal Portal of Draft Regulatory Acts.
The bottom line is that now almost no one uses payphones, while a lot of money is allocated to support them from the so-called "universal service reserve". This is a financial fund to which all Russian telecom operators are obliged to transfer 1.2% of their revenues. According to estimate Nikolai Nikiforov, former Minister of Communications: "Each caller, each user of the machine costs the budget 35, 000 rubles, " the estimate was made in December 2012. It is possible that the amount has increased since then.
The money is very big. Some experts believe that the equipping with beepers is a convenient excuse to keep the payphones, and hence the funding that goes to Rossvyazi. The project is also beneficial for the equipment suppliers, as Russian-made sirens will be purchased.
The text of the bill proposes the following amendment :
3) the third paragraph of part 2, after the words "operational services", add the words "and the function of notifying the population about the threat or occurrence of an emergency situation of natural or man-made nature";
According to Rossvyaz, 147, 700 payphones remained in Russia at the end of 2018 (2, 200 of them in Moscow).
At the press service of Rossvyaz. reported that they support the expansion of the functionality of payphones. The Kommersant’s interlocutor in Rossvyaz subordinate FSUE "Russian broadcasting and warning networks" (responsible for the emergency notification system in Moscow, St. Petersburg and Sevastopol) said that the FSUE will also oversee the project of re-equipping payphones with audio warning systems: "The equipment necessary for the project since 2014 is already in testing and is now working in Siberia and the Far East, " – he said. Structures of the Russian Broadcasting and Warning Networks Federal State Unitary Enterprise will be responsible for its production, and it will take six months to go into mass production.
The notification devices on payphones will supplement the existing systems of notification of the population.
