In mid-summer, the president signed the law on the support of domestic programmers. Since January 1, 2016 the state customer will have to argue his choice in favor of foreign software, if in the specially created registry of domestic software there will be its Russian analogues. So far the law will affect only state bodies. The government had to issue a corresponding decree regulating the maintenance of the registry.
At the end of February, the Ministry of Communications posted the corresponding project on the portal of public discussion of regulations. Under the project, the government customer will be able to buy foreign software, if the register will not find the necessary domestic software or if they are available but do not fit the technical characteristics (the customer should explain what they are).
Besides, it will be possible to purchase foreign software if the information about such software or purchase constitutes the state secret. The Ministry submitted the document to the government with disagreements – the Ministry of Finance and the Federal Antimonopoly Service had claims to the document.
On May 25 this year, Duma deputies also passed in the first reading a bill on preferences for Russian programmers, proposed by the Committee on Information Policy headed by Leonid Levin. And almost a month later, the law signed Russian President Vladimir Putin.
Alexander Shepilov, secretary of the Federation Council committee on development of information society, calls the register of domestic software the main instrument of regulation, without which the law will not be executed. According to him, the prototype of the register is already at the disposal of the association "Domestic software." , but it has no legal status, pass on "Vedomosti."
According to Shepilov, the decree is currently being held up in the government apparatus. Despite the fact that the necessary meetings were held with the relevant deputy prime minister and the draft decree was approved by the ministries concerned, the project is not "moving.
Since the Federation Council voted for the law, the senators want to make sure its enforcement will be smooth as well, Shepilov explains. The senators were expecting the document to be signed by October, he said. According to the rules, after the adoption of the resolution, it takes at least two months for the register to appear and start working. Shepilov hopes the document will be sent to the prime minister for signing no later than early November.
"If this does not happen, we are ready to take the problem to the level of the chairman of the Federation Council, or personally the chairman of the government, or even the leader of the state, " Shepilov warns.
