The State Duma passed the bills on fake news and disrespect for authority in the second reading

Russia’s State Duma deputies today adopted, on second reading, bills to punish the dissemination of fake news and contempt for the authorities, state symbols, society and the state in Internet publications.
For the second reading the deputies have prepared amendments to these bills, about which reported RBC.In particular, online media are given the opportunity to independently remove false information in order to avoid being blocked. In addition, traditional media – registered media outlets with an appropriate license or certificate – have been excluded from the project.
It was decided to introduce fines for spreading fakes that created a threat to the life or health of citizens, in case the actions do not contain criminal penalties. The amount of fines for citizens is from 30 thousand to 100 thousand rubles, for officials – from 60 thousand to 200 thousand rubles, for legal entities – from 200 thousand to 500 thousand rubles.
Fines will be used to "set up an economic barrier" for those who choose to spread fake news. "The fines should be stifling, so that a person, an official, or a legal entity would think a thousand times whether to do it or not, " said Pavel Krasheninnikov, chairman of the Duma’s constitutional committee.
Amendments were also made to the bill on contempt of authority. Deputies demanded that Roskomnadzor notify the resource within a day before blocking. The point is clarified that the information, access to which will be restricted, must not only show obvious disrespect, but also "offend human dignity and public morality".

Constitutional law of the Federation Council Andrei Klishas.
